ALLEGAN DISTRICT LIBRARY BOARD OF TRUSTEES
June 21, 2010
The meeting was called to order at 7:00 p.m. by President Jerkatis. Present were Trustees: Jerkatis, Kiella, Garofalo, Hellmann, Bortz, Antkoviak, Administrative Assistant Evelyn Lyzenga and Director Ann Perrigo.
The pledge of allegiance was said.
A motion to excuse Trustee Watts was passed.
Minutes of the May board meeting were accepted as written.
Public Comment – none.
The statistical and financial reports were reviewed and received.
Director’s report:
Director Perrigo has received two comments regarding handicap accessibility. Board requested that a tally at the front desk be taken about any handicap questions. They want to develop documentation. Director was asked to request of the city additional handicap parking spaces on Hubbard Street.
Director Perrigo reported statistics from Unique Management collection agency for fines/materials not paid or returned to the library.
Summer Reading Program has started.
Director Perrigo is leaving on Wednesday, June 23rd for ALA National Meeting in Washington, D.C. She will be gone a week.
“One Click” downloadable Audio books program has been going along slowly. There have been 400 uses of this program. 30 books are added to the program monthly. To renew this program will cost $2,000, and could come from the restricted funds. Motion was made and passed to spend monies out of restricted funds to renew the “One Click” program for this next year. There was discussion regarding the promotion of this program and maybe even presenting it in the schools at middle and high school level.
Committee reports:
Friends Committee: Trustee Bortz reported that the past weekend book sale netted $560.75. Next month the last of Shirley McElwee’s books will be put in the sale.
Trustee Garofalo reported on the author visit coming up on July 9th. Linda Clark of the Arts Council is resubmitting a press release to the media. Allegan County News will interview Rhoda Janzen and publish it before her appearance. Director Perrigo will be introducing Rhoda on the evening of July 9th. The library will be having a little black dress day to highlight the author event and her book “Mennonite in a Little Black Dress” during the week of July 9th.
Budget Committee: Trustee Bortz offered a proposed budget for the 2010-2011 budget year of $360,400.00. She shared that the budget committee worked long and hard. With revenues down and the cost of employee health insurance up 13%, this was the only balanced budget the committee could offer to the board. Motion was made and passed to accept the proposed budget. There was discussion regarding the employee health insurance. No changes were made but decided to leave as is until after the August vote.
Personnel Committee: no report.
Facilities Committee: The DDA grant possibility was discussed.
Finance Committee: Trustee Kiella said that on the subject of retirement distribution from 2009 that it had previously been approved to be paid at a prior board meeting and should be paid immediately. Treasurer Watts and Rob Marciniak would execute.
Millage Committee: Director Perrigo suggested Shawn Gavan to chair the community committee. President Jerkatis will call him. Director Perrigo has a list of people to help. It was discussed that there should be letters to the editor about the value of a library to the community.
Next committee meeting will be soon and President Jerkatis and Trustee Antkoviak want to attend.
Bills to be paid were reviewed and motion made to approve $13,344.07 for payroll and $15,064.37 for bills. Passed.
Communications: Director Perrigo sent a letter to Allegan City Council regarding the parking lot repaving. New painted lines are in the parking lot.
Unfinished business – none.
New business:
Open Meetings Act – motion was made to bring the Bylaws of the Allegan District Library in conformity to the Open Meetings Act in respect to Notices, Section11 of the Bylaws. Passed. This motion was referred to the Bylaws Committee for execution.
Board Member Comments:
Trustee Hellmann will not be present at the July meeting. She will be out of town.
Director Perrigo shared with the board a new service being offered to new library patrons of a “tour of the library” to acquaint these patrons with all the services, collections and checkout times of materials. Administrative Lyzenga came back from her Beginning Workshop in Gaylord with this idea. This welcome and invitation is sent to each new patron via postcard giving two different times during the month for the tour.
Meeting was adjourned at 8:52 p.m. The next board meeting is Monday, July 19th, 2010.
